I would think so because I never noticed the shout indicator showing a new shout when I was logged in before...?
Another weird thing, I go on this site. It says I'm not logged in. Go to the thought bubble. Says I'm not logged in. Then when I clicked on my image to go to my profile, I am now logged in..weird!

ok for some reason, your shout, which you sent a week ago, was showing as new!!!!!!!
Yeah its the first one (I just type in r and let firefox bring it up so yeah)..Tsk tsk!
